Works two ways: run it with a whip as short as 30" and still get the frequency coverage of a 6' whip without sacrificing performance, or stack the 6' whip on top of it for a substantial lower-band improvement.
12" tall base, standard 3/8"-24 thread both ends. Eight 12"-long stainless steel rods set at 90° to the antenna for maximum capacitance with minimum added weight.
